Can an apartment charge additional fees when a tenant moves out?
My roommates and I have been living in the same apartment throughout our college career (four years). We put down a security deposit when we first moved in. Now as we are about to move out it seems like our complex are trying to get even more money out of us. They said that when we finish moving out they will inspect for cleanliness, things that are broken, etc. If anything is wrong they will use our security deposit and change us for anything extra over our security deposit amount. Before we move they also want us to completely clean our apartment top to bottom (walls, doors, windows, appliances, carpet (stains, dirt, etc) mini-blinds, floor boards, floors, etc, etc, etc) Is this normal? I don't know if this matters but we are in California.
Everything your landlord has requested is all legit. They are not trying to get extra money from you. They are just making sure you clean the place.
And yes, if cleaning and repairs go beyond your deposit you will be charged for that.
Some tips for you:
1. Make sure you still have your check in list. The one they gave you when they did a walk through when you moved in. It lists any damages that were present before you moved in. You don't want to end up paying for something you didn't do.
2. You cannot be charged for normal wear and tear. Normal wear and tear is what can be reasonably expected after 4 years of living in a place. But sometimes this can be opened to interpretation.
3. Yes, you are expected to wash down the walls too. Do this but they'll probably paint the place. Most places need painting after 4 years of occupancy. Be sure you are not charged for painting the place. That is the landlord's responsibility to cover the costs.
4. Remember that your deposit was put into an account and has accrued 4 years of interest.
5. Ask for a cleaning list so you clean everything they want you to clean
6. If you have lost any keys you'll likely be charged to replace those. Just make sure you are only charged replacement cost
7. Don't forget to get your key deposit if you gave one.
8. Remember to cancel utility accounts
9. If you're leaving on the last day of the month have them do a walk through with you there and do it in the morning. That way if there are things they're not happy with, you have a chance to do more cleaning.
10. Before you hand in your keys, make sure you get your copy of the check out list.
11. If you're uncomfortable and think something will happen "after" the fact then take pictures with some way of verifying when the pics were taken. But with your check out list that the landlord has to sign you should be okay.
12. If any major repairs have to be done as a result of your negligence I would make sure you request receipts be mailed verifying the charges.
